It's a spanish word used to refer to someone who lives in a port city, but since the end of the 19th century it has become the name given to all citizens of Buenos Aires.

Porteño refers to a person who lives in a port city, but it can also be used as an adjective for anything related to these port cities. A lot of times it's used in association with the port city of Buenos Aires. Porteño has come to be the name of the people of Buenos Aires and originated in the end of the 19th century.
